Chapter Meetings
ECBC Meetings will be held at Robison Elementary School.
*Unless otherwise noted due to weather or other circumstances.
November 3rd, 2024 6pm
- Brian Franz called the meeting at 6:05pm and started by recognizing the passing of former Chapter Member Denny Menando, a moment of silence was held.
- Dave Murphy then gave an update on the health of former Chapter Member, Lefty Hartman.
- Mark Causgrove read the minutes of the 8/28/2024 Exec Board Meeting.
- Brian introduced the Chapter Officers.
- Marlene Smith introduced the new Chapter Members that were in attendance and told them that she and Bernie Mackowski will be holding a meeting following the Rules Interpretation segment.
- Turned over the meeting to Tyler Nolan, assisted by Jeff Irwin at 6:20pm for Rules Interpretation.
- Carly Bogden won the 50/50 of $64.
November 10th, 2024 6pm
- Meeting was called to order by Mark Causgrove at 6:08pm. Went over the agenda for the meeting as well as the Mandatory Rules Meeting that will follow, then read the minutes of the 11/3/2024 Chapter meeting.
- Bernie Makowski addressed the Chapter regarding the structure for officiating the CYO League for 2024.
- Kregg Heenan addressed the Chapter with the financial report from last season and went over the 2024-2025 Budget and also some changes as to the location of the account and also that the Board voted on changing the by-law from having two signatures to only one signature required on the checks.
- Marlene reminded the Chapter that failure to pay the Chapter dues after the first meeting in January, 2025, will incur a penalty. Motion was made to accept the Financial Report and Budget as read by Gerald Blanks and seconded by Paul Causgrove.
- Meeting turned over to Tyler Nolan and Jeff Irwin for Rule Interpretation at 6:16pm.
- 50/50 of $95 was won by Gerald Blanks
November 10th, 2024 7pm *Rules Meeting*
- NFHS 24-25 Rules Interpretation was presented by Tyler Nolan and Jeff Irwin.
November 24th, 2024 9am
- Brian Franz called the meeting to order at 9:07am. He thanked everyone for their concerns and prayers for his recent health issue. He also told the Chapter that a fund raiser will be held later that night for member, Ryan Mazzocco at the Sunflower Club.
- Mark Causgrove read the minutes of the 11/10/2024 meeting, motion to accept by Steve Cabaday, seconded by Kregg Heenan.
- Marlene Smith addressed that Chapter regarding several issues:
Went over changes with new AD’s and a new team, and also the dropping of several JV and 9th grade teams; a reduction of 90+ games.
When a game site, date or time has changed, you must go in and accept the change on Arbiter or it will be dropped from your schedule.
Confirm with partner the time, date and site for every game. If the “R” does not contact you, let the scheduler know.
In the event of bad weather, the scheduler will contact you, do not contact the school or AD.
Make sure you have your phone with you and contact partners when needed, and if you are going to be late, let your partners know in advance. - Bernie Mackowski addressed the Chapter regarding the CYO league. There will be a high school league, more information to follow. Also because of combination teams, check the location, it could be different from the name.
- Brian Franz informed the Chapter about the 5th/6th grade games; they will be used for training games for new officials. Please sign up if you are interested in working these games. Brian also mentioned that Tyler Nolan and Jeff Irwin are working on a Chapter Website, more information to follow.
- Meeting turned over for Rules Interpretation at 9:23am.
- 50/50 of $34 was won by Dave Thornburg.
December 8th, 2024 9am *Zoom Meeting*
- Brian Franz opened the meeting and reminded everyone to silence the audio unless you want to ask a question or make a comment.
- Mark Causgrove deferred the reading of the previous meeting’s minutes. These will now be able to be viewed on the chapter website
- Marlene Smith addressed the Chapter and informed everyone that she will be stepping down as the Scheduling Secretary effective at the end of the season in order to have the position available for the Nominations and Elections process during the last two meetings.
- Tyler Nolan addressed the Chapter and introduced our new website. He explained several screens and some of the features associated with the website. As we progress new features and security enhancements will be considered.
- Meeting turned over to the rules interpretation at 9:15am.
December 15th, 2024 9am
- Chapter President, Brian Franz, called the meeting to order at 9:05am.
- Brian mentioned that at a previous meeting, the Executive Committee voted to change the Bylaws to allow for only one signature on the Chapter checking account. It was brought to Brian’s attention that according to Roberts Rules, the Bylaws can only be changed by a vote of the entire membership. The current Bylaws will need to be reviewed to determine what constitutes a majority for this change.
- Levi Marsh asked for the Bylaws to be uploaded to the Chapter website.
- Karen expressed her opinion that 2 signatures on the Chapter account is a best practice. Kregg explained that one signature would only be required for budgeted items. Anything outside of the budget would require 2 signatures.
- Ron Leeds explained the nominations process and all the positions available in the Chapter, emphasizing the Scheduling Secretary position.
- Calendar for Nominations and Elections:
January 12 – Nominations Meeting
All nominees are required to attend this meeting to accept a
nomination. You can nominate yourself. - January 26 – Elections Meeting
You can run for multiple positions, but you can only hold one
office. - Dave Badders asked if a member can vote in another manner other than in person. At this time, all members must vote in person. Ron will check the Chapter Bylaws to confirm.
- Karen Seggi suggested that the Chapter Bylaws be reviewed and updated. She offered to head a committee to do this.
- Brian handed the meeting over to Tyler:
- Tyler mentioned the new Chapter website and Chapter Merchandise available for sale. Tyler was thanked for creating the website.
- Kregg was thanked for creating the new logo and coordinating the sale of Chapter merchandise. The deadline to order merchandise is December 30, 2024.

January 12th, 2025, 9am [Nominations]
- Meeting called to order by President Brian Franz at 9:06am
- Bernie Makowski informed the Chapter that there will be a CYO High School League this year, the rate will be $50 per game. Please let him know if you are interested in working those games.
- Brian gave us an update on discussions he had with the D10 Athletic Directors regarding the sub-varsity schedulers position. Our Chapter will be going ahead and hold an election for the position. Anyone interested in the Varsity scheduler position must contact Dan Perfetto by 1/31/2025.
- Ron Leeds went through all the nominations for next year’s Board. After the nominations, there was discussion regarding if a person can hold more than one position. Referring to the Constitution and Bylaws it only stated that if a person holds a position on the E-Board they cannot also hold a position of
an Officer. Also discussion regarding that any changes to the Constitution and Bylaws must be presented to the Chapter with two readings and then voted on. - Mark Causgrove informed the Chapter that they year end social is moved to Saturday, 2/15/2025. An email to RSVP will be sent.
- The meeting was turned over to Tyler Nolan at 9:29am.

January 26th, 2025 9am [Elections]
- President Brian Franz opened the meeting at 9:06am and turned it over to Recording Secretary, Mark Causgrove, who explained the process for the upcoming election.
- Karen Seggi addressed the Chapter regarding her thoughts on having an officer of the Chapter holding two positions. After many comments by members, Brian explained to the Chapter that there will be a committee formed to redraft the Constitution and Bylaws. Right now, on the committee is Carlo
Fachetti, Karen Seggi, and Donnie Hosford, and other members to be named later. They will meet during the offseason and draft an updated document. The new document will have to have two readings to the membership and then voted on, ratification of any amendments requires an affirmative
vote of two-thirds of the members present at the second meeting and at least 25% of the total chapter membership must be present when the vote is taken. - The membership then voted; the results are as follows:
